I have captured all the victory points and held them for several turns.

Russia has endless morale, so my understanding is that it never surrenders.
Am I right in assuming that?

This article give good reasons why an attempt to invade/reduce Gibraltar was never taken in WW2. The amount of aircraft that staged out of there for Operation Torch is huge!

Historically, Italy signed an armistice with the Allies after the defeat in Sicily. The armistice was signed on Sept 3, 1943, after the king ordered the arrest of Mussolini on July 25.
So, it is a plausible scenario to have Italy surrender after one of its main cities is taken.
