You could have an entire team dedicated to doing that and still not offer the same experience as playing against real intelligence as that decision tree approaches infinity :)

Historical. I didn't think the difficulty level would change decisionmaking ability, only make the units beefier. Is that not correct?

Thinking more about my pacification function, you'd probably want to sum the strength rather than doing it for each to prevent rounding penalty or exploit (10 or 20, respectively).

Hmm...this was some time ago, but I remember where I was - Hex 119,73. The log, as far as I remember, said "submarine interdiction." It seemed like I attacked them automatically and they retaliated.
