Well, at least he was very erperienced. He faught in multiple wars so he probably was ahead compared to most (especially Union) generals in the US. Maybe he should be nerved by 1 or even 2 points (so he would be as good as Grant and not that op) but then maybe with 1 more experience point?

In previous SC titles, forts are usually represented by a "Fortified Town" type terrain hex instead of independent Fort units, even though this type of unit already existed in the engine.

I think the Garibaldi event is a big problem for balance. The main weakness early war for the Union was a lack of quality leadership which Garibaldi alleviates. I don't know how much diplo damage Garibaldi will cause for the Union - but if he has a rating of 8, then the advantages of having him as a Union general in the Eastern Theater would far exceed the diplomatic disadvantages.

Most effective for USA and UK. Concentrate all the Strategic Bombers on British Isles and bomb the industrial cities around Rhine/Ruhr, would seriously reduce German MPP income from 42-43, as well as prevent Germany from reinforcing the Western Front. It is a viable strategy.
