Game stuck in Return to base:allied phase (Baltic/nav restriction)

Germans took Copenhagen with french scs in baltic. Now can't return to base, Backspace doesn't work to delete ships manually. Advice please?

Why does the video tutorial show "AI opponent" and PBEM when i only get the other three choices?
