Also, will the in-game mods come back? I was using the Iron Cross graphics and now there are no mods available.

I see, yes, the Finns won the Winter War. I figured keeping the Finnish front quiet would be worth it. I didn't consider mobilization as impacting MPPs, merely the timing of the USSR's entry into the war.

USSR 0% mobilization

I'm playing a multiplayer game (1939 scenario) and for the last two turns in mid-1940, the USSR hasn't received any MPPs. Mobilization is at 0%. Is this normal?

That's a good point. Then maybe it is something that only starts on X turn, with the player getting warnings (i.e. "Your Japanese advisors tell you you'll run out of oil supplies in February 1942 until some new ones are acquired").

Perhaps a simple mechanism would be to link movement allowances with oil. If a nation has no oil resources, then its movement allowance for all units is, say, 50%. Then that number goes up as oil resources are controlled (with some calculation as to how many oil resources would be needed for 100%). ...

It is January 1948 and the war continues! The Germans will lose this, as I have the Soviets advancing into Poland and Romania, along with another thrust through Turkey that is at the gates of Istanbul. The Americans have forces now in France pressing on the Low Countries and heading toward Italy aft...

For some reason I thought it ended at the end of 1947 even with that option selected. I do believe we did select it, so maybe the war will continue!

I hope there will eventually be a scenario or a mod that begins with foreign intervention already a fact. The map which includes so much of Mexico and Canada seems to be made for such a scenario! 1862 Trent War is just that - the British are an active participant from the very beginning of the camp...
