What is the secret to reaching the objectives in 16 turns? I always come close, but wonder if it's even possible?

Highly implausible that it rained the entire week, for several weeks, over the ENTIRE USSR. A more realistic portrayal would be weather that varies over regions. Incidentally, some of this occurs--but not enough.
