[BUG] [Beta 1.03v6] Farmland Erases Ruins

The (maybe a bug?) issue is with the farmland spreading over hexes like ruins which are far more valuable. I'm not sure if it is unintended and a bug or just a feature request for a flag to set hexes as not used for farmland. I'd much rather a recycling center on the hex than some farms.

[Bug] [Beta Patch 1.01a-Beta4] Logistics toggle

I tend to play with preview logistic points always on. Prior to the patch it would stay enabled between turns. Now I have to disable and re-enable it every turn. The game considers them "on" but they do not show anymore.

Blackmail is just low relations with them from what I can tell. I used those cards that increase relation for PP to raise from blackmail to cold instead.
