IJN Southwest Area Fleet - cannot assign as HQ for anything
I have the SW Area Fleet in Soerbaja, in supply, showing Southern Army as its own superior HQ. There are some units that arrived as reinforcements with SW Area Fleet as their HQ, but when I try to assign additional units to SW Area Fleet, I cannot find it listed under Southern Army or anywhere else ...
