Problem loading a round

I'm having trouble loading my rounds.
I play a round and I finish it but it doesn't load and I have to start all over again.
This happens several times and is very annoying.
Is it a system problem or is it my internet?

Russia is receiving twice supplies from USA 80+80
There's no way to win with Axis this way
How do I fix this?
Soviet Unior receives supplies through Vladvostok and Via Barsa
two times? this is unfair
