I thought so as well, however I double checked, Germany (me) is not currently at war with the ussr.
I invaded estonia as well and same thing, the ai(ussr) sent in two garrison units around the capital of Estonia, I killed them and nothing triggered event wise, I was able to take Estonia.

I guess where I am a bit confused here how are they able to attack me? Cause I am not at war with them. Is this a feature of the mod? or a bug?

Recently found this mod, really enjoying it.

However

I invaded Lithuania as Germany thinking it would be easy pray. Only to suddenly have soviet units attacking me. I am not at war with the soviets according to diplomacy so what gives here?
