Here is a screenshot. The first Send Spy card got generated for 10 BP, the second for 15 BP. Why does the cost rise? What influences the cost of a card?

I would say more likely making demands. As far as I can tell, factions that haven't won election are perfectly capable making demands too.

Manual says if a fraction is happy and shares a Profile with my regime it will provide cards.

Does it matter who wins election? What are those election influencing?

Don't do that Everything moves slowly on sand. Furthermore building roads on sand is superexpansive. Like 3000 metals for 15 hex railroad
