If you can supply screenshots that would be helpful as I was not able to repeat this, e.g. whether purchasing a new unit and applying upgrades, or upgrading a pre-existing unit, the cost of applying the 'upgrades' came out the same on my end.

In current game as Axis I have Production Tech level 5.

If I upgrade Garrison to lvl 2 AA and IW it cost 40. (PT is not being applied to unit upgrades).

However if I buy a new Garrison the upgrades cost about 3 each (can't recall, but the PT does work - will add screenshot on next round).
