I think that not only small fleet scen is affected by this issue, but am not 100% sure about that. When I find time, I can check it.

There seems to be something wrong with the allied navy as played by the AI. Somehow they never try to attack my ships.
Scenario is Small fleet 1939 as Axis vs computer opponent (same happens with other scenarios)
- Turn 1
I move a Warship (Hipper here) on a convoy lane --> no attack by ...

I have the Steam version of the game. What has worked for me is the following:
I extracted the scenario files into folder C:\Program Files (x86)\Steam\steamapps\common\WarPlan\ WarPlan_Data \Campaigns
There is another campaign folder C:\Program Files (x86)\Steam\steamapps\common\WarPlan\Campaigns ...
