How adaptive/generic the AI is? i.e. if I give tons of units in Japan to the AI, will it use it in China and the Pacific, or it won't because there is no script telling it where it should use them?

Just give these mostly useless subs when Japan DOW the US; this way, they are unable to do anything against the initial landings. And there is no need to have them before, except to abuse the rules; they have no purpose.

Some honesty here though. Not everyone has deep knowledge of WW2, but when you move neutral submarines against a coast to prevent a landing, you know what you are doing. I always know exactly on each front how many de-entrench strikes I can pull out from planes. Then, it tells me how many targets I can treat, then which ones should be prioritized. And only then do I start thinking (without any actual moves) about who will attack what, and in which order.

I now understand why you've placed some AA on the sites.

The Soviet Subs tactic is particularly despicable, I must say. It's limited in scope, but it would be an immediate show stopper for me, as representative of the mindset of my opponent.

In my 2nd ongoing PBEM, also playing the Allies, it's January 1940; the French have 800 MPP accumulated, +3 extra research chits spent, because I had just too many MPP; all units reinforced, obviously, 10 or so extra infantry units, 2 artilleries, 3 anti-airs (playing with soft limits).

I'm also doing in parallel a second PBEM as allies. As much as I like these guys, the French just get too many MPPs, almost 300 per turn. That would give more importance to Guadalcanal and such, but I don't think this precludes adding a second hex. So what your thoughts about the situation? The ideal approach for the US, if there is no hurry, is to amass then strike. It's not what happened in history, they started with 3 CV but put them in operation immediately.
