Something I'm still a little unsure about. Do garrison defend as strongly as active units? I know they have reduced offensive and movement capabilities, but if all they're going to do is hold a line should I bother switching them to active?

Is there anyway to select which hex the newly formed unit will appear when splitting a unit? Is there at least some consistent behavior for the split?
