I had COVID, we continued playing but I did not have the energy to update, trying to get back on this soon.

I actually ordered one RD factory researching the Mitsubishi Ki-51 upgrade to speed it up to production.
I cant produce as much artillery as I would like so I need both Mitsubishi Ki-51 and Nakajima Ki-49 as my bomb trucks and strafing interdiction.

As long as the Port or Airfield is still damaged (most likely from the crusier bombardment) the enemy can not rebuild the fort.
I would maybe wait just before the base is repaired or your forces are ready (so that no fort building can be done while your disruption/fatigue gets reduced as much as ...
