I'm seeing a issue where my settings for ship construction is set to suggestion only. Meaning any ship construction has to be approved to be built.

Yet for some reason the AI is building ships and bypassing that setting for fleets. The AI made a fleet and its the 2nd Fleet as the 1st is manual ...
