Quick question, why do some of my fleets only seem to get 30ap per round while others get the full 100?

EDIT: I noticed the fleets with 30ap have 10 RDN instead of 100, how do I increase RDN ...

Think I found a bug, I have a carrier with C Dive 1 and went to upgrade and it made them regular Dive 2 instead of CV Dive 2.
