Will Empires In Arms run on Windows 11?

A friend who joined a church that bans gaming gave me his copy of EIA.
Problem: I have two Windows computers. One runs XP, but has no CD drive; the other has a CD drive, but runs Windows 11.
Question: Am I screwed? :?:
