I just had another raider scuttle itself, except this time it entered port in good condition, i've lost 3 cruisers in small game and none to major enemy action

i just had 2 lightly damaged raiders (1 cl, 1 ca) get intercepted and scuttled right off my ports in the Caribbean as the Usa, which as far as im aware is one of my home regions because i can reserve ships in it.
