I have had OneDrive closed for at least 3 months due to it breaking some other game when being on. Having just reopened it and allowed it to synch 40Gb of files the issue has been resolved.

I am completely unable to start a new game, load a game, or use the editor. The menu is not loading correctly as shown below:

Things I have tried:
updating windows
updating audio and video drivers
reinstalling the game, both by uninstalling normally and deleting ...
