I've captured an asset of rival regime (oil pump station) but I don't want it as a separate zone, so I assigned a governor and call for zone merging procedure.
I have necessary amount of PP but option is grayed out, unable to perform.

I had "Seasoned" 18men strong infantry regiment with ~72exp points roughly.
After I decided to disband them and make several independent battalions of 5men each, I found that newly created units have zero EXP, but retained "Seasoned" status.
Shouldn't they retain EXP as well?
