German unit building and factory limit

Will the German AI build units if you allow it in the edited scenario?
Also, what is the limit for each type of factory/railyard/resources etc when creating new ones?

33% freeze

Every time I try to play a modified scenario I encounter an error where the AI freezes at 33% when attacking and I would like to know what I am doing wrong. Does anyone know which specific edit is causing this?

I hope this is the right thread for such a question.

Every time I try to play a modified scenario I encounter an error where the AI freezes at 33% when attacking and I would like to know what I am doing wrong. Does anyone know which specific edit is causing this?
