Unfortunately, having both players reinstall both the original and Deluxe versions didn't correct the problem.

I created a deluxe game for you to join to test what happens when i host a deluxe game.

I tried again in the game "Deluxe - Gary Grisby's World at War: A World Divided" in the multiplayer part of the game in the scenario called "A World Divided" to set up a game with another player, and got the same result of no one having any supplies on turn 1.

The Allies have supplies as well. Happy to play... it may take me a few days to get started.

The "No Supplies Required" box on the game options menu is not checked.
