I have now reinstalled the game to have it clean and installed the TRP MOD according to the instructions.

My mistake was probably that I first had the mod in the wrong campaign folder.

Basically, the mod now works. However, there is still the error message with the settlements. But ...

Make sure you have the latest patch. If you have the steam version it auto updates but if you have the Matrix version you need to manually update it.
