I would like to ask, if i'm running a PBEM with the current scenario you have been building and i update it, will it break anything?

also what are the civilians for? i saw something about civilians in the PDF.

I plan on starting a PBEM against a friend very soon, i'm excited for that because it will be my first ever full campaign, i don't feel confident but i feel very excited to be able to play it nonetheless.
