Download Dilemma

<t>After getting 84% of SPWAW downloaded, I can't seem to reconnect to finish up. I keep getting "connection refused". <br/>

Is the ISP again no longer permitting the long download process, is the connection just temporarily full or is the problem just with me? <br/>
