When you look at some of the incredibly well-detailed, yet really monster scenarios that toaw4 introduced, it's hard to imagine it would be done 1v1. In fact, The Global 1939-1945(which is a masterpiece) would easily workout 4v4 players. Maybe more.

It might make play more intelligent as players ...

Some of the best scenarios, i.e. the most researched, I've seen are the monster ones.

I think testing is more important for a good scenario than research. An untested scenario is going to play badly once you get out of the first few turns, and a scenario with 3,000 units and 200 turns simply can ...

TOAW gives you set hex scales, which are defined in km. While you can fudge this by changing various scenario settings, it's much, much easier just to play with what comes in the box.

Certain scenarios like FitE are outliers using a different scale but this is typically a map constraint. No doubt ...
