A simple method of inferring interference from above is allocation of supply to the various fronts. You want a big push in the South? Too bad! The Northern Army/Front got supply preference. No need to give ultimata to take a particular cities.

There's Nobuo Fujita. In '42 he bombed Oregon, the only such attacks on the US. Perhaps he's being recognized for those actions?

His attacks were from a float plane, ferried in by sub, in which he dropped several bombs for minimal damage but useful for propaganda purposes.

Also, the containers receive reduced cost while in garrison, while taking up no troop space.
If the fort is large enough, you can drop the whole corp into garrison, without removing divisions from it.
