II think retreat is in order in China, while you can still move without OOS and flipping.

But with the CL in the 4 box, you lower the chance the Italian are the only on to find, and if the CW roll 4 or less, then surprise is denied for the Italian and they can't choose to include the CP in the fight.

The CL in the 4 box is there for the surprise point so the chance are the italian wont have the 3 points against the fighter covering the CP.

Could the CW send some empty TRS to Cap St Vincent to reorganise Gibraltar unit ? The CVP didn't try to interçept the ground strike ?
