Not sure about this gap, I already have a game that does that called 'American Civil War - From Sumpter to Appomattox' by iMagic designed by Frank Hunter and I've owned it years.

Yep! but combined with the National Morale concept the army strength and readiness&nbsp;don't make a lot of difference.&nbsp; Next move one Frenchman and a trained monkey could walk into my capital and force me to surrender anyway.

Sounds more like the sort of concept I'd expect in a WW2 game to me.&nbsp; Russia in 1805 was not a democracy and the Tzar didn't need popular approval for his decisions.&nbsp; As for insurrectionists I think their about 100 years early.
