In the scenario editor, under the scenario tab, there is a check box labeled&nbsp;Use Respawn. I Think this is what you are looking for. The editor manual barely mentions it, but I don't know if it works or not.

If I remember correctly, it was said that they were going to replace it with a ARD. Checking scenario 1 there is a 999-Dublon ARD at Truk, which has a 3,000 ton repair capacity.
