Yes, as the in-game messages say, the only requirement is that the units have to be Japanese. The USSR was so busy fighting the Axis that it was not really that keen on war with Japan at the time. One historical question. The USA sent funds to Russia via Vladivostok. Did the Japanese ever attack these convoys? I am guessing Japan never declared war on the USSR so they ignored these convoys. Everybody wants an Allied AI or human opponent that makes the same mistakes the Allies made in 1940. Plus, in a game with a one unit per hex stacking limit it's hard to concentrate the panzers the way the Germans did historically.

If you can spare one, an anti-aircraft unit posted next to the port would probably be the most cost effective response. Doesn't ever take any losses in return when defending an adjacent resource.

The problem for the OP could be whether the target is in range of the bomber if it is equipped with torps. But the way he described it (can't choose torps) makes me think that is not the problem. The way storms at sea work now in Strategic Command is that they strike a hex randomly based on a percentage set in the scenario causing reductions in morale and damage to naval units sometimes. I also hate the naval system in general, so this probably is a reason I have a tough time here. Kind of a tangent but this is why I tend to stick to the big map games like SC: WiE and WWI. Probably because artillery isn't subject to interception or bad weather, can be used multiple times in a turn and can also fire in defense of units in front of them.

Some of those CVE's carry replacement aircraft. The ones with extra planes stuffed onboard. Put them in a replenishment TF and they will replace aircraft losses the larger CVs suffer. You can strip the replenishment CVEs of their extra planes to convert them into regular CVEs.
