Yeah, I never worry about upgrading planet facilities. I just make sure the production level is boosted by building those nano factories and get a starbase ASAP to ensure ship upgrades don't interupt my production and research.

I find that having to close the production window to click another star system (that hides behind that window) then open it back up to build frieghters (mines, spies, informants also) is a bit more tedious.
