My purpose with wanting to use the cooperation is to encourage command and control. I want to encourage players to keep forces together within a command rather that just throwing units all over the map. I see players massing formations of artillery in unrealistic deployments to create super barrages ...

I think what you are saying and what I am hearing are not the same. Having looked at the rules on cooperation, it indicates that formation cooperation affects the units in both the attack and defense. The misleading rule statement is on page 48, rule 8.6.1 where it indicates "The ...

Ammann is correct. Note, the pictures are from 1914 and if you look at the strategic pictures, you will see that France did not go down. We are now in late 1917 and the Entente is killing Germans/Bavarians by the train load in France. More pictures to follow.

I have downloaded the game to a portable drive. But, when I try to run it on a computer without the game (i.e. work), I get the steam message. Do I have to put steam on the portable drive?

I realize that you may not think it is needed and that I am not just grasping the impact of simultaneous movement. However, my argument is not about whether the C&C and Reorg should be a factor as much as I am pointing out that it is not scalable with the various scenario length of game ...
