How do you set the units back to displaying the OB?

When you want all the units to rise to Stavka/OKH they are set to 9. What do you use for the rest of the headquarters? 0 or 1?

What operating system are you using? I am also having not responding messages.

People have the game running on the new windows system. I do also, but fairly often the game stops responding and I have to shut it down losing my turn. My laptop is 6 months old and it meets all specs. Am I using some wrong setting? What do you think?
