Do pilots earn experience when ferrying aircraft or only when flying combat missions?

I am modding a scenario and am a bit fuzzy on how the percent disabled setting works on the locations panel. For example, the Batavia Base Force is 35% disabled at the beginning of the scenario. How long does it take for the percentage disabled to be reduced? I assume I must keep the base at 2x ...

I've been harvesting artwork for a scenario I've been working on from Spooky's site, but have had to make up my own artwork for late '20s/early '30s aircraft for the 1930-35 timeframe.

How were these determined in WITP? Was it based on drydocks? Is there a set figure for each drydock and floating drydock?
