Is there an easy way to find out what my supply costs are and find out what corps are costing the most?

I got burned a few times with 20+ supply costs and need a way track down the corps that is eating my treasury.

The manual tells us in section 6.14 that Great Britan can change it's naval move order in the diplomacy phase. How does France change it's land move order?

Has the game changed this much? Or am I just missing it?
