What about a simpler one? Simply give URSS a few hundreds more MPP at start and the game is balanced...

I am unsure to where Russian AI will deploy the first troops if Germany has Lituania, while Russia has the others baltic states. And no gain in direction of Brest Litvork. Where to put starting Germans?

If I may add my 2 cent. Is it not that victory conditions are incorrect? What if keeping Berlin alive is a kind of small victory by itself... And so on. Doing better than history should be rewarded.

Please help me. How do you take Malta? I bombed it with Italian navy and air for 3 turns, than sent an infantry army upgraded as a invasion transport. In malta there was a AA totally battered. But the transport never landed. Suggestions? Thanks in advance
