Even in 1941 a few allied old cruisers can cause trouble for the japanize. They have so many axis to attack and some of the amphibious groups tend to be very weak covered.

Did you upgrade to the latest patch taht was released a few days ago?
I had this problem earlier but no longer.

Does anyone know if support tools like WitP Tracker and WitP Staff will work with the latest patch or are planned to be upgraded?

Korea would have a hell of a supply line and i am not sure at all that the western allies have really the forces for major land campains in this theater. there are for sure lots of still restricted good japanise army formations bound there. Korea would be a huge distraction.
