IMO it's less that and more that the designs will generally be at cross-purposes. The goal in an operational game isn't in fact to create interesting tactical scenarios, but to create absolutely lopsided ones.

Operational/strategic layers tend to make a tactical game worse because the scenarios they create are worse and the operational aspects are always worse than an actual operational game.

Historically Odessa and Sevastopol were both able to be resupplied via the Black Sea and this is definitely a huge contributing factor to these cities lasting so long.

Yeah if you do too much with Finland and get the Finnish troops wrecked that clears up two Soviet armies in the north sector which can be massive.

I'll try to make more- hit the screenshot option and you'll have a folder full of status screenshots and then there are plenty of ways to make slideshows into animated gifs.

The AI does do encirclements but not huge ones- it generally shoots for 1-3 hex ...
