Cannot schedule multiple strafing passes via Shift-F1

Continuing with Gunner98's Strike Tutorial #1, I attempted to manually schedule 5 strafing passes on a tank unit after allowing air-to-ground strafing using Shift-F1 (the first attached save). After the first pass, which took out one of the 3 tanks, the F-16 became unassigned and returned to 36,000 feet (second save). The other 4 salvos remain allocated, but the F-16 doesn't make the passes.

Using F1 to automatically order strafing does allow the F-16 to make as many passes as necessary, up to the 5 salvos it has, to destroy the tank unit.
