Lack of HQ ?

Well I have survived the winter of 41,42 and have gotten some new units, but all my army groups are at max 108 , I have been trying to move things around but i end up keeping units assigned to OKH. any suggestions? while I am asking where do I put those new static division??

The Static Divisions which are SEC - SECURITY type give double CV in the Soviet Union Garrison TB (afaik only there).

I would have thought cavalry units would also get double.

Assign some armies/corps to OKH rather than units to OKH, at least if the units are going to be fighting.
You will be getting another army group in '42. It is worthwhile looking at the reinforcement schedule to see what HQs come and go, though am not sure if the AGS split is listed there. (it may be an 'event').
