Using enhanced TB?

I am just working on scenarios and do my own air, depots, and SU (partially).

Are TB (but reserves) only relevant when it comes to campaign play?

Yes, in non-campaign scenarios you should only use the Reserve TBs.

In non-campaign scenario Kutuzom to Bagration Axis have not only Reserve, but also the Soviet Garrison TB (if it is TB). In Steel Inferno manual doesn't explain, but I think they are for fighting partisans. I wonder what the effect would be if I move them to the map?

Not a definitive answer, but an idea. Both around T75.

Thanks for pointing that out. I think that was likely an oversight, though not sure and will have to hear from Trey about that. There is no garrison requirement in that scenario. IIRC, we decided that in non-campaign scenarios we would assume that the garrison level was 100% for purposes of resolving partisan attacks. So it shouldn't matter that the garrison box is active.
