Can't transfer air units from Soviet Reserve to map

When I try to transfer air units from the Soviet Reserve to on-map airbases, I only get to choose from a limited number of air units. For example, I often don't see IL-4 bombers as a choice, and only some fighters are available (even if they have sufficient Experience and Morale). This is a problem regardless of whether I transfer individual air units. or as AOGs.

With the Soviets the type of AOG restricts the type of air units that can be assigned eg IADs fighters and fbs; DBads heavy bombers etc

I'm not using AOGs. I'm transferring individual air unit to airfields. But even if I try to transfer reserve air units through AOGs, I still don't see all my available air units.

You can try changing the Air Command (top left of the Air Transfer Window)..
You can check if you have all the Aircraft Types activated (checkbox on the bottom left of the Air Transfer Window).
You can check if they are depleted (checkbox on the bottom right of the Air Transfer Window).

All parameters for transfer seem good. For example, I'm trying to assign IL-4 bombers from the Reserve Box to Daugavpils (Level 3 airbase) in August 1944. The Transfer menu offers me a choice of 20 fighter-bomber groups, 62 tac bomber (IL-2M3) and 1 level bomber (Pe-2). I don't see an option to transfer the dozen Il-4 groups I have in the Reserve Box. Nor do B-25s show, or all my fighters.

What's interesting is that the ""Bring New Air Groups from Reserve" under the Airbase tab shows the number 158 in parentheses, which I'm assuming means there are 158 groups in the Reserve Box (the actual number is 168). But I only have a choice of about 100 groups to transfer.

In the top left "Air HQ" and "AOG" you both have an Air Command/Air Army chosen (e.g. Baltic Fleet Air Command)?
And the AGs are not Depleted (checkbox bottom right)? (pls confirm so we can rule that out)

Maybe those "missing" are depleted ...or "just arrived in Reserves" (so blocked for 1 turn)? ...or in some kind of "transfer" (not sure about if they would/may be counted somewhere in the UI accidentially).

My first guess would be the groups are depleted. They have to be at least at 1/3 of authorized strength and normally by this time IL-4 have been out of production for so long that they should be getting replaced by IL-4s mod. 43.

Even though you say you aren't doing it, try doing one by AOG and verify a DBAD is available. That would at least rule out you're out of those type of AOGs. BADs don't count as they can't include aircraft like IL-4s and DB-3Bs.
