Difference in Delay of 250 and 998

The Air Bases hold the delay of 250 and 998. What are their difference?

I don't think there is a practical difference between them, as no scenario goes for close to 250 turns. I'm not sure how it happened, but both ended up getting used interchangeably. If I was doing it myself, I'd probably be entering 999 as that's easier to enter.

Interestingly, some of these Air Bases have their nationality of Germany.
Can it be considered that they are under construction or planning?
