Units not unrouting

I'm on the most current version (1.04.01). I have had units that have been routed now 3 or 4 turns and have not unrouted.

I have then on depots, refitting, assigned to the Front HQ and some distance behind the front (some as far as 20 hexes).

Can someone tell me if there is "new" criteria to unroute units? The way the AI is just about every attack they route units so this is making the game almost unwinnable if I can't get them to where I can put them into the strategic reserves to refit.

There's no new criteria (nothing changed there since the game was released, IIRC). I seem to recall that being next to (or near?) their HQ was a key factor, but don't remember exactly how that factors in.

Seems I had them assigned to STAVKA initially to reduce the command capacity of the Front HQs and when I reassigned to the Fronts it took a few turns to kick in.
