How do I get this FLAK-Unit back on the map?

How do I get this FLAK-Unit back on the map?

Please look at the screenshot. How do I get this FLAK-Unit back on the map?
The original site is in Harburg. If I try to deploy the FLAK direct at Harburg, at the Harburg drop down menu there is a list with a lot of FLAK units, but 'Wilhelmsburg Flak Tower' is not on the list. So it seems to be there is no way to get this unit onto the map again - even if I transfer this unit to the OKL. I somehow moved this unit with the CR.
Any ideas?

you may have broken the system with your CR removal as those uits should not be touchable by a player.
