EXPORT PORTS settings/working correctly?

So just had this come up and to me doesn't make sense.

If you set an export port to lvl 4 priority it sends out nothing, I could understand if the port was set to import lvl 4 priority it shouldn't send out anything but if you set the port as an export lvl 4 it should try to grab as much as it can from the rail network then send it out to other ports.......

Seems like a technical/poor game rules design to have an Export port just keep all its supply if set to a high priority rather than send it out.

If I didnt want a port to send stuff I would set it to import....think something in the game engine needs changed to fix this so export ports attempt to grab supply from rails based on priority but still export whatever they can if set as an export port.

This is WAD. Export ports receive freight before other ports, and a level 3 port will receive plenty of freight.
