Differences between Stb and GC

Hi, why are the flak regiments in StB reinforcing with 100% toe, while they come with no guns in the GC? This is a massive difference, since these regiments are so strong that you can't attack into them when they have their full complement of guns.

See my post here for relevance. Each one of these that comes to the map means 20k+ dead Soviets. This is a massive discrepancy between the two campaigns.
